Both and depends on complexity and finesse of the operation.

As Brent says, I have had companies build 'Universal EOAT' for simple and similar parts, runners and sprues included. Then I know an excellent company here in San Diego that has built some pretty complex stuff with electronic testing and 100% part inspection of parts such as auto connectors.
